In continuing legal relationships, the binding effect of the arbitral award that has acquired res judicata force in respect of the determination of a present situation is limited by the occurrence of a supervening legislative change that alters the substantive content of the relationship or modifies its regulation, the res judicata authority of the award being incapable of operating in respect of the effects produced by a legislative amendment occurring after the arbitral award was rendered.
